With frigid winter rains and blustery winds blowing down State Street at a clip that could scrape the white off the Capital building, it's high time Olympians start to congregate in bars. The 4th Avenue Tavern ain't a bad bar to start with, either. The 4th Ave. Tav has cook's-special French dip sandwiches and dollar off Jäger bombs before 12 a.m. on Friday nights. Who knows, that special someone might be the one in the heavy raincoat and galoshes waiting by the bar.
