WDVA appoints new leaders

OLYMPIA- The Washington State Department of Veterans Affairs (WDVA) is proud to announce the appointment of Dax Dowling as the Associate Superintendent at the Washington Veterans Home in Retsil, and Steven J. Gill as Veterans Services Division Administrator in Olympia.

        Dax Dowling came to WDVA from Evergreen Health Care Management, where he completed an executive director-in-training program, after serving more than two years as the director of Social Services for their Olive Ridge Care Center.

        During his time in the director-in-training program, Dowling completed the Nursing Home Administrator's licensing program in Washington State, was responsible for the quality of care of residents, supervision of staff and all departments in a 130 bed skilled nursing facility.

        Dowling earned a Bachelor's degree at California State University Chico and lives in Enumclaw.

        Steve Gill first joined WDVA in 2001 as a Veterans Benefits Assistant.  Most recently he served as the Program Manager for both the Veterans Estate Management Program in Olympia and the Transitioning Warrior Program on Joint Base Lewis-McChord. He served honorably in the U.S. Army from 1994 to 1998 as a Human Resources Specialist at Fort Lewis, WA and Seoul, Korea.

        Gill is an accredited Veterans Service Organization Representative with the WDVA and is certified as a Professional in Human Resources by the Society for Human Resources Management. He has experience in the private sector as a Human Resources Consultant and Program Manager for Avue Technologies Corporation and as a Service Coordinator for Life Force Services, Inc.

        He is a recipient of the Washington Governor's Award for Customer Service as a member of the Veteran's Benefit Enhancement Team and is a member of The American Legion and the Veterans of Foreign Wars.

        Gill received his Bachelor's in Liberal Arts in 2000 and Master's of Public Administration in 2004, both from The Evergreen State College. Gill and his wife Beth live in Olympia.

        Steve Gill will assume the duties of Veterans Services Division Administrator on April 1, 2011, following the retirement of Jim Rising who served in the position for many years and joined the agency in 1983.
